Honorable Officials:
Please accept my comments, addressed to the worldwide Diplomatic & Consular
Missions of Serbia, Serbian Government Officials and Ministries, Belgrade
City Government and Mayor, and Non-Governmental Organizations (NGOs). I have
taken the time to contact you about a disturbing issue that transcends rank
and border: Animal cruelty.
A decade after war ravaged your country, deserted animals still fill the
streets or languish in decrepit shelters. While postwar transition may
account for a temporary lack of concrete animal protection laws, there is no
excuse for animals to remain causalities of government apathy.
Ten years later, hunters shoot down dogs and cats for sport and dog catchers
(shinters) batter them in brutal round ups. "Euthanasia" is a barbaric mix
of beatings with sticks and rocks, poisonings, hangings, burnings and
shootings.
Witnesses report the use of Kreozan, a crude poison that burns through veins
and arteries. Victims cry in pain as smoke rises from their skin. Some
starving animals ingest T-61, a drug that paralyzes their lungs. Others
consume a lethal cocktail of cleaning detergents. Authorities even hired
EKOSAN pest control services to "manage" street dogs.
Management? These methods resemble garbage disposal. The city of Belgrade
violently eradicates an average 6,000 dogs annually, with roughly 15,000 to
20,000 killed in the region. Observers contend the so-called humane agencies
work closely with officials to wipe out 80% of unwanted animals.
Belgrade's OVCA shelter is testament to the savagery. Documentation and
verbal accounts reveal the disappearance of sterilization and euthanasia
equipment. There is verifiable evidence of skinned animals dumped in dead
piles, their hides possibly sold to the dog/cat fur trade.
I call upon officials and NGOs to take immediate steps to rectify this
horrendous situation. Please enforce animal protection laws and ban the
cruel destruction of domesticated animals.
I urge you to seek help from organizations abroad with expertise in animal
protection legislation and humane education. Once clear-cut laws are
established, officials must follow through with the prosecution and
penalization of all violators.
Rather than subsidize mass poisonings and other vulgar forms of killing,
please allocate funds for affordable nationwide spay/neuter programs. I
encourage you to invest in a network of municipal shelters that maintain
veterinary supervision, mandatory sterilization, vaccinations, microchip
identification, and responsible adoption policies.
Lastly, Serbia's revised welfare laws need to embody all animals, not just
those intended for human companionship. Sweeping cruelty appears to be the
norm for farmed and zoo animals too. In Belgrade's private city zoo,
distressed and sick animals display stereotypic pacing, head bobbing, bar
biting and self-mutilation from years of confinement in shabby, cramped
enclosures.
As these merciless images resonate around the world, Serbia can expect
sanctions from governments that outlaw such abuse. Certainly, people who
value sentient life will boycott Serbia as a travel destination. Personally,
I will not visit your nation until visible strides are made to enact and
enforce strong animal protection laws.

Serbia stray dog tragic story shows these days, that after more than ten years animals are still victims of brutal, barbaric and organized neglect, mistreatment and abuse. Serbia’s government officials do not protect these mistreated animals, they treat them like garbage on the streets that needs to be cleaned.
Today and years behind abandoned animals are targets of hunters, raging dog catchers, animal haters and cruel kids since every day they are victims of poisoning, clubbing, hanging, burning, shooting, stabbing and slaughter…
Local authorities are administrating few local shelters all over Serbia,
Dog catchers use methods of brutal catching and then more barbarous methods of killing dogs with such cruelty that is hard to be described.
They did it before, and nothing will stop them from applying barbarian
and "free" euthanasia methods: killing with sticks and rocks, torturing animals, by injecting poison or by hanging…
Dogs from City Hall pounds are living in tragic conditions, without food and proper medical care, on these animals they perform operations/ sterilizations while animals are in very bad heath conditions, without proper post-operative care, just cold concrete floor and pain.
The way a society treats companion animals, reveals that society's sense of humanity and respect for life. A benevolent animal welfare system would certainly enhance Serbia’s reputation among nations.
All these animal abuse that is taking place in Serbia broke many national and international laws (The Universal Declaration of Animal Rights, The International Animal Protection Regulations, The Humans Rights,...), and without constant pressure, nothing real will be changed for animals in Serbia!

Dear Sir,
We have the deepest respect for your country: its poetry, its architecture, its rich cultural heritage, but find it very hard to comprehend how the same country can be involved in the brutal & deliberate murder of innocent animals that are unfortunate enough to inhabit Serbian streets.
You may well instruct me to mind my own business, concerning myself over issues that do not directly affect me not being a Serbian, but may I remind you the continued barbaric treatment of animals in Serbia is of International concern. The International community is becoming acutely aware of the atrocities being carried out despite claims that humane practices are exercised at shelters. Graphic images and reports readily accessible depict a truer picture of the barbaric methods used to destroy innocent dogs at the Belgrade OVCA dog kill shelter. The brutal extermination of unwanted animals can never be justified!
It is a lame excuse to demonize the street dogs by perpetuating the myth they do not deserve the protection to which they are entitled under International law. We demand that crude extermination methods be abolished with humane animal welfare laws implemented. Perpetrators of heinous crimes such as torturing, poisoning and brutally killing dogs must be severely punished. We do not deny that animal populations need to be controlled but this can be achieved humanely and effectively through employing affordable spay & neuter schemes.
Serbia cannot continually ignore our plea for humane treatment of its animal population. The value of a Serbian street dog’s life is just as great as any other dog what ever country that may be.

Dear Sir/Madam,
please excuse me if this letter does not sound as if it is directly intended for you, this is because I believe there are so many people, government departments, media people, tourist centers, and animal enthusiasts in this world who would like to know these details that I am sending this as a wide ranging, and all including message to let everyone know the facts of stray dogs in Serbia and to let each and everyone of them know how I, and I have no doubt many others feel.
The way stray dogs are treated in Serbia is nothing short of psychopathic, a psychopath doesn't feel, or care, he just kills, and these animals are being killed, these are animals that did nothing wrong but be born, for this they at first suffer with no home, no food, no care and no love, they adapt to this as best they can, taking what they can when they can, food, comfort, the touch now and then of a human hand offered in compassion. I do believe a lot of Serbia's citizens do feel compassion for these animals, and that is why what is allowed to go on is so much worse, because these animals are not shown any form of compassion in a way that really matters.
Instead they are hunted down, trapped cruelly with any means possible, regardless of the damage it may do to them, and if they are 'lucky' taken to what could only be called a concentration, or killing camp.
Some of your citizens take out their anger on these animals, they are an easy target, and one that cannot fight back, and there is no one there to fight for them. Worldwide the outrage of animal lovers is feeling every inch of pain these animals suffer, through our tears that we cannot help and no one there who can help seems to want to.
These precious creatures are poisoned, bludgened, hanged, dragged, battered, burned, shot, and treated as though they are not worthy of a life, that their fear, their pain means nothing. The same was done to Jews during WW2, they were treated as 'less' they were treated as though they did not count, or feel, and their deaths mounted, as did the shame of those who abused and murdered, the world watched then, and they fought for those people. The world is again watching now, we are fighting in our way for the horror that is being done to these animals, and one day Serbia will feel the shame, that is unless as of now, it begins to recitfy these abuses, to bring new laws into place, laws that will give these animals the same rights as their kind in other countries world wide. Animal abuse and murder is not acceptable, anywhere, anytime, not for any reason or excuse, and I think that even while it is happening, you all know that, so start today, make a change, for every stray dog, every stray puppy, and those not yet born and begin the change, so that these animals can be controlled.
I urge you to begin humane euthanasia for those animals that there is no chance for.
To sterilize those that can live out their lives, to stop more unborn pups who will be mistreated and homeless.
To take help from other agencies or people worldwide, whatever they can give that can help this situation.
To make more shelters so these animals are not on the streets.
To give vets more access and better equipment to deal with this problem humanely.
To microchip owned animals so they are safer.
To make adoption of an animal safer for the animal by doing checks of some kind on the prospective adopter.
To make laws in your country for animal abuse, and to prosecute those who do any animal harm.
For plans and objectives to me made and put into practice that will aid this issue now and in the future.

Citizens around the world are very concerned about the way stray animal populations are managed in Belgrade, Serbia . Authorities use crude poisoning methods, rather than implement comprehensive stray control and sterilization programs. It is very important to install nationwide affordable spay/neuter, vaccination, identification and adoption policies to manage the surplus of dogs and cats. In addition, I urge officials to rigorously enforce existing animal protection laws and implement a ban on all cruel and unacceptable killing methods.
These gentle animals are bred to love and rely upon people.
The current roundup and brutal killing--to clear the streets -
is the ultimate betrayal of their trust. The world will oppose this systematic slaughter of innocent creatures
and this unfavorable publicity will continue to mar the image of Serbia.
Please institute animal welfare laws to ban cruel killing methods and encourage municipal agencies to work with experienced animal protection societies to coordinate policies for re-homing animals.
A more benevolent system, that includes sterilization, shelters and adoption, would certainly enhance Serbia’s image worldwide.

By creating good laws, educating our children in respect towards nature and the living beings, you the governors become real Governors!

Dear Prime Minister,
This horrific case of animal abuse is unjustifiable. Poisoning poor defensive animals is cruel and inhumane.
I am here to say that I and many others from ALL over the world are campaigning to stop this. We will tell them of the abuse and the illogical defensives you maintain to carry this cruel treatment out.
Radio shows, TV Stations, Government, Animal Rights groups will all here about and get involved one way or another. This will be a campaign that will be on going until this killing is not allowed any longer.
Abuse on Animals here where I live is against the Law. Here we try to find other ways to decrease the population and it is Humane. We teach people to spay and Neuter their animals; I know that you have organizations there that do this. This is what should be enforced not poisoning and watching them suffer a agonizing death.

I wish to inform you that wild horses wouldn’t drag me to Serbia whilst widespread and government approved cruelty and killing of stray animals continues.
The horrendous massacres of street dogs that continues to take place throughout Serbia using barbaric methods such as poisoning, beating and hanging is unacceptable- and no civilized way to treat animals.
Exterminating stray animals is inefficient because it does not fight the root of animal overpopulation (abandonment’s, trade, etc.) it has been proved that in such situation animals biologically fill in the loss (they give birth to larger litters).Besides, the brutal decrease of the number of stray dogs generates proliferation of other species (cats, rats, etc.)
The only acceptable means of controlling stray animal population by civilized nations is through tried and tested sterilization programs.

Such a lovely city you’ve got...you really deserve
to be in all travelers books...but...do you really deserve a visit?
I’m sorry to say you don’t, not by an evolved traveler’s standards at least.
A city where animals are disposed of as garbage does not deserve a visit, a city where strays are abused and murdered cruelly does not deserve a visit.
I guess my friends and I can do without visiting Belgrade, the same
way your city does away with its animals: without any other thought; the only difference is that your city does away with lives, important lives (for animals are sentient beings in case you don’t know) and we’ll just do without a visit to a cruel

I am so shocked by the fact that Serbian Media is turning head on other side, not wanting to see all this bloody carnage over abandoned Dogs in Serbia. The horrific facts about barbaric massacre over stray Dogs in Serbia stopped me and my family, my friends and business partners from visiting your country on this summer holidays, I do not want to be a part of that horrific bloody story and I have to say that me and partners will also consider canceling business relations with Serbian firms because any connection with such a vicious acts toward Animals can bring us only bad reflections on business.
Raging and horrific murdering of innocent beings is everyday story on Belgrade streets, Serbia has bloody hands and those hands are getting more bloody every day.
